PHOTO: PHILIPPINES: A girl plays a guitar as she sits with other children outside the UNICEF-assisted Nayon Kabataan Rehabilitation Centre for street children and victims of child labour and physical abuse in Manila, the capital. The girl on the right has lost her hearing and is unable to speak and seems to also suffer from trauma or another mental disability. Because she is unable to describe her experience, it is unknown what has happened to her since she has been on her own. (UNICEF/ HQ97-0963/Jeremy Horner)
Government questionnaires

A questionnaire was prepared by the independent expert and sent to Members States and States, entities and organizations with permanent UN observer status. The official responses received from over 135 Members of the UN provided a picture of the Governmental approaches to violence against children. The questionnaire was divided into seven parts, which deal with (I) the legal framework, (II) the institutional framework and resources to address violence against children, (III) the role of civil society in addressing violence against children, (IV) children as actors in addressing violence, (v) policies and programmes to address violence against children, (VI) data collection, analysis and research, and (VII) awareness, advocacy and training. Governments were not required to cover each of these issues, but to select those which were most relevant to their national context.
