This is a brief overview of a study conducted by a several researchers, the Centre for Forensic and Family Psychology (UK), and the World Health Organization Regional Office for Europe. This study maps the number and characteristics of children under three in institutions across Europe at risk of harm. It surveyed the neglect and damage caused by early privation of parenting in 32 European countries. This paper is a simple outline of the project’s background, findings, and conclusion. Also attached is a page instructing how to detect instances of child abuse.
